Displaced students from Ukraine, under the status of temporary protection: Campus France helps you find a training course in France
Ukraine has been facing a war situation with Russia since 24 February. France has taken emergency measures to facilitate the reception of international students from Ukraine who have access to temporary protection. In conjunction with French institutions, Campus France helps them to join higher education in France.

Going to France
Ukrainian nationals wishing to travel to France and holding a biometric passport do not need a visa to travel to the Schengen area and therefore to France. Ukrainian nationals who do not have a digital passport must go to one of the border posts of the bordering countries (Poland, Czech Republic, Romania) to have their situation checked. People can then stay in France for a period of 90 days.
During this period, they can apply for temporary protection at the prefecture of their place of residence.
Temporary protection: To which student does it apply ?
France, like all EU member states, activated the exceptional temporary protection scheme on 4 March 2022 in view of the influx of people fleeing Ukraine. This is an immediate international protection, which applies to any person, and therefore to students in the following situations
- Ukrainian students who were residing in Ukraine before 24 February 2022
- Non-Ukrainian refugee students who were resident in Ukraine before 24 February 2022
- Non-Ukrainian students who were resident in Ukraine and are unable to return to their country of origin in a safe and sustainable manner
- The family members of persons falling under the above cases
The temporary protection status is granted by the prefectures and allows the issuance of a temporary residence permit for 6 months. Find all the information about the temporary protection on the Ministry of the Interior’s s website
If you do not benefit from temporary protection, we are currently working on academic and administrative solutions that could, if necessary, allow you to study in France, given the unprecedented situation created by the war in Ukraine and the population displacements that it generates.
Study in France
Students eligible for temporary protection who wish to join a French higher education institution can write to Campus France at ukraine@campusfrance.org, stating their name, first name, nationality and describing their situation. Campus France will help them resume their studies in France.
Temporary protection: what rights do students have in France?
Social protection
Students benefiting from temporary protection have immediate access to full social protection: universal health protection and complementary health insurance, including Covid vaccination. Ukrainian students residing in France whose residence permit has expired will have their right to universal health protection automatically extended.
Financial assistance
All persons benefiting from temporary protection are entitled to a monthly asylum seeker's allowance (486 euros for a single person) to be applied for at OFII, the French Office for Immigration and Integration. They are also authorised to engage in employed or self-employed activities.
Students protected by this status can also access
- emergency assistance from the CROUS of their host institution
- grants based on social criteria issued by the CROUS
- 1 € meal in a university restaurant
Accommodation
Temporary protection entitles students to financial support for housing expenses, the Custom Housing Assistance (APL). The students concerned can be housed in the accommodation available in the Crous until the start of the next academic year, within the limits of existing accommodation capacity. The Crous network lists 3,800 places in university residences available immediately and 4,800 from the beginning of April.
They can also use the https://parrainage.refugies.info platform, which lists offers from private individuals.
Psychological support
If necessary, the students concerned can contact the university health services to consult the psychologists of the Santé Psy Etudiant scheme, in person or by teleconsultation.
