The French government creates a national institute to assess and secure AIs

Just as the event “Semaine pour l’action sur l’IA” (Week for Action on Artificial Intelligence) opened, the French government announced the creation of the INESIA, a national institute for the assessment of the security of artificial intelligence to study from a scientific angle the impact of this technology, and also in terms of security. The INESIA’s mission is to bring together the major national players specialising in this field and already in existence.

For almost a week, from 6 to 11 February 2025, Paris will be hosting a whole series of events, all directed towards “improving international action in favour of artificial intelligence serving the general interest”. Scientific days, a cultural weekend, an International Summit at the Grand Palais and a day dedicated to businesses will be organised throughout the week. The INESIA has been set up in this promising context.

 

Preventing the risks in relation with AI

France wants to be among the world champions of artificial intelligence. To take concrete steps in this direction, and in line with the priorities set out in May 2024 by the Seoul Declaration for safe, innovative and inclusive AI, which has already been adopted by France, the European Union and several other countries, France is announcing the launch of a national institute dedicated to the evaluation and safety of AI, “thus guaranteeing national security in this field”. 

The French Ministry of the Economy explains that the French government, “is contributing to the scientific study of all the effects of this technology, including in terms of securityin its determination to support the development of artificial intelligence and the resulting transformation of the economy”. The ministry adds that it has therefore become necessary to develop “tools to guarantee its security, in order to support its development and provide a framework for its use in sensitive sectors such as medicine, education, industry and information”. Support for innovation in the field of artificial intelligence “must therefore go hand in hand with anticipation of the possible risks inherent in this new technology”.

 

Promoting security and inclusiveness

This anticipation of possible risks is acted with the creation of a national institute for assessing and securing artificial intelligence (INESIA) that the French government will use to act in favour of a controlled development of AIwith trust and security”.

The purpose of this institute is to bring together national players in evaluation and security, such as the French National Agency for the Security of Information Systems (ANSSI), the French Institute for Research in Computer Science and Automation (INRIA), the National Laboratory of Metrology and Testing (LNE) and the Expert Centre for Digital Regulation (PEREN), all without creating a new legal structure,. The new INESIA will enable France to “play a full role in the international network of AI Safety Institutes”. Together with many other countries (Canada, South Korea, the United States, Japan, Kenya, Singapour, the United Kingdom) and the European Commission, the INESIA works to “promote security, inclusiveness and trust in AI”.

 

Building in an environment of trust

This is the baseline to the Week for Action on Artificial Intelligence, which will culminate in an international summit, co-chaired by France and India, to be held at the Grand Palais in Paris. The aim is to establish “a framework of shared trust, so that we can take full advantage of the opportunities offered by new technologies, and enable AI to fulfil its initial promise of progress and empowerment”.

The Summit will open on 10 February with a Forum bringing together key global players in AI (governments, businesses, researchers, artists, civil society players and journalists). This first day of the Summit will host conferences, round tables and presentations, highlighting “solutions made possible by AI” in meetings and discussions between participants from all over the world, who will be gathered together in the same place for the first time.

The Heads of State Summit will take place on 11 February, with a plenary session bringing together the Heads of State and Government and leading international figures. Together, “they will discuss the major joint actions to be implemented in the field of AI”. At the same time, also on 11 February, about a hundred events in relation with the Summit will be organised for civil society players and businesses, as well as “events dedicated to AI and democracy, the environmental impact of this technology, the manipulation of information, and cybersecurity”.
